Do obd1 SBEC ECU jeeps have a long term fuel trim/block learn data collection or do they only use short term fuel trims?

Aside from that, does anyone have a definitive answer on what parameters must be met to enter the wide-open-throttle fuel/time map on the SBEC?

Drive to O'Reillys and hook up their Bosch scanner and check out the live data. I don't know for sure, but there was a lot more data on the bus than I expected

I have an actron cp9185. I can see that the rpm for wot is around 2600 with a throttle greater than 50%? I was looking for black and white requirements though.

Are you using the Chrysler adapter cable with your Actron?

Yes it's the only way to view data through the drbIII connection port.

Yes. I was impressed with all the OBD1 data I could read on my 91 with my Actron scanner. I did have to download and upgrade the Actron's operating software to access all the menus though..
