Yes, that's a worn out bearing?
What is the condition of the crank journal?
Have you checked any of the other bearings?
Usually, by the time a 4.0's bearing are that worn, the engine is ready for a full rebuild.

If it doesn't have any deep grooves in it I'd run it. It doesn't look that bad. Usually once they've worn thru into the copper they have serious wear.
