Catalyitic Flange bolt

1989 XJ 4.0L
Bolts at the cat to down pipe flange are extremely rusted and know that they will snap when trying to remove. Anyone got a replacement size/ideas for these bolts/nuts?

Basing of my 94 only bolted joint is the header to down pipe. Those can be replaced with grade 5 3/8 bolts

You may just want to cut it out and put a flex pipe in it's place. Is there an issue? If it aint broke...
