Judging by the picture it goes on the inside of the cover right there where it says "cover". The arrow is pointing to it.

I tend to agree... It appears to me that the example shows/implies a hard-shell with a hinged opening.... ???

I haven't had a spare tire inside my Jeep in over a decade, but I do recall that sticker being on the inside of the soft cover on my donut spare when I threw both the spare and the cover away.

Like Mike said. Mine had a carpet cover; not aware of a hard cover being offered.
