no vacuum at the brake switch hoose

as my cruise control stopped working I checked for vacuum leaks. But I can not find some BUT there is no vacuum at my brake switch behind the pedal? Is this normal? Where can i go on searching?

I'm assuming 80's There won't be vacuum at the switch until the cruise is engaged.
