D44 Drum hitting shoe

I have a d44 that I just rebuilt. Has brand new rock auto cylinders, springs, pads, drums, linkage, cables and so on. The axle is off the vehicle, I have it suspended from my cherry picker. I threw on my wheels and the driver side has some friction to it but the amount is normal, the passenger side locks up. I am thinking the drum is hitting the outside of the shoes. So will I have to get this lip machined down, or am I missing something? Looking for anyone that has experienced this. Thanks!
