Quick torque converter help

I have a quick question about the tc in my 97 xj. Previous owner swapped the trans before i got it for another stock trans. TC bolts loosened up on me so I crawled under to work on it today and only 3 of the 4 (i thought it was 4) TC bolts are there I found the hole for the 4th but when I try to put it a new bolt in it won't thread in. I am unsure if its because they snapped a bolt off in the hole or if the tc bolt holes are off. So my question is if the tc bolt holes are off would I even be able to get 3 bolts into in the first place?
 
It probably fell out, you have to get all 4bolts started first , then torque them.
 
Try loosening the other three and spray the broken
bolt with a penetrating oil. If there's a 'nib' where
the head is broken off, maybe you can place a
small screwdriver against it and tap it loose enough
to get it started out...?
