AC lines always cold

Hello,

I have an 89 XJ 4.0 with a new AC compressor.

My AC lines are always cold when the car is running with the ac off. Is this normal? Does itlower my MPG?

if the compressor is running with the switch off, it will increase engine load and decrease mileage. Unless you keep the HVAC controls in AC mode or defrost mode, the compressor should remain off and the line shouldn't get cold.
 
I have not found any similar issues in the search, so here is my question.

If I unplug the a/c relay in PDC box, will it temporary my problem? I don't need AC right now, and if the lines are always cold, then it means my engine is under more load causing bad MPG.
