Why am I blowing fluid out around the cap of my power steering res.

All of a sudden I have developed a pretty good leak around the cap of my power steering reservoir. I have developed a squeal as well when turning.

Checked the fluid level and it was a little high so I removed some but the squealing is still there (not as bad though). I have not added any fluid recently so I don't know why this would just start at the same time the noise developed. Any thoughts/comments?
 
Is it a squeal or a whine?

Whining is from air bubble cavitation, 100% means you have a leak somewhere that is allowing air to enter the system.

Squeal is a bearing or pulley slipping, indicating the pump itself is failing

Either could cause the fluid to foam up and overflow
