turn signals & headlights intermittent, ignition locked

Have a 2001 XJ 4wd M/T that the ignition is locked as if i am using the wrong key (i'm not) and when i can get it unlocked and started the turn signals are intermittent as are the headlights.

Are these issues connected to each other somehow? Do i need to replace the ignition switch?
