Horn and blinker problems

Horn doesn't work on my 99 cherokee. I hear a clicking sound behind the glovebox when I press the horn. Airbag light is on also. I just changed the clock spring so that's ruled out.

Rear blinkers - right signal works fine but when the left signal is on then all the lights in the rear blink, including 3rd brake light.

Any suggestions please....... Inspection is passed due
 
Inspect the horn fuse, test the horns.

Inspect the rear lights wire harness, especially if you have a trailer light adapter. Look for chafed wire insulation. Make sure all the rear lamps have a good solid ground. Inspect the tailgate wire harness for short circuits.
