Remove Plate Inside Rear Frame (passenger side)

I have a small plate inside the passenger side frame, where the nutstrip goes. I'm using FST nutstrips and they don't have a raised area to go over this plate, making the strip impossible to install. Any ideas how to remove the plate? It is small, about 8" from the opening in the rear. It appears to be welded. The drivers side is flat, no plate.
 
what year XJ? the late models have a piece in there from the factory to mount the exhaust hanger to, but it's riveted in not welded.
 
OK, I think the rivets you mentioned were the two that hold the nutstrip in. I'm talking about the plate that the nutstrip goes over inside the frame. It seems like it is welded. It has two holes in it, think they were used for the exhaust studs?
