Could I fit 5 on 5.5 on my 99 xj? The specs for it are 5 on 4.5

No. The "specs" aren't just a suggestion. You CAN'T fit 5.5's on a 4.5 pattern...The "4.5" means that's how far apart the bolt holes/studs are.
You might be able to find an adapter, but otherwise..no.
It's kind of like you can't pay $500 worth of bills with $100

Yep--adapters or change the front and rear axles to something different.
