can someone with a bone stock jeep xj 1997-2001 setting on level ground get me a measurement from the top center of the front axle to the bottom of the oil pan...Thanks

Afraid I can't help you out with a definitive number, as I no longer have the stock springs. If nobody else can help you out, here's a FAQ thread on measuring lift height:

It gives the stock dimensions. Worst case scenario you can stick a jack under your rig, lift it to the "factory height, and measure the axle clearance.

I measured my bone stock 2000 XJ Limited, with the front spings sagged 1/2" (17" from the fender flare to the center of the hub).

I have 4 3/8" from the top of the axle tube to the oil pan.
