ECU Alzheimers.. Trying to get smogged

My ECU seems to be resetting itself whenever the ignition is off. I've checked the IOD fuse and everything seems OK. I need the ECU to give the OK to do the smog and I can only get 2 of the 4 tests to go "green".

I have an interface for my laptop that pulls codes, etc but I have not used it to reset the check engine light for some time.

Ideas? It's a 00XJ

CA. Its never had an issue passing smog before this. It's even considered a "low emissions vehicle" according to the build sheet.

Well It's one of two things, either you have a weak battery and the ecu is resetting while you're cranking it or you have a bad ECU.

I have a spare ECU and a DRB III if you want to come down to Torrance and test it.

I'll test the battery voltage drop when I start it. The battery is fairly new but Jeep sits in the garage 99% of the time. I have a battery maintainer, I should hook it up more often.
