Five volt live line

The only place you're going to find 5V anywhere in an XJ's wiring would be a signal coming from a sensor and it would probably be changing often as the sensor changed. All lights in XJ's as well as most cars are 12V lights, you could get 5V 1 of 2 ways either making a simple voltage divider circuit using two resistors, or get a 5V regulator and build a small circuit board to convert 12V input to the 5V output.

The power for the sensors is +5v but it does not have enough current capablility to run any other loads.

Use a 7805 voltage regulator. up to 1 amp at +5v might need to put it on a heat sink if drawing that much though

12v in 5v out

12v will be fine. The problem is that the bigger the difference between 5v and the input, the more heat that gets dumped into the regulator. How much current are you planning to pull?

The 7805 listed is a great idea, good for up to 1 amp with no heatsink or 1.5 with one. If you need a more efficient regulator look into the lm2575 Simple Switcher. It is more complicated but much more efficient.
