No, it does have locktite on it from the factory. Use a little heat and a good quality 5/16" box end wrench on it to break it loose. You may be able to get a thinwall 5/16" 1/4" drive socket on it as well

x2 on the box end wrench to break it. make sure you re-locktight it.
