Odd shock problem; bar pins shearing

Well my friend is having some rather weird shock problems. It seems that the driver side rear shock bar pin keeps shearing off. The shocks are the correct length, doesn't act as a bumpstop nor a limiting strap. Eventually, the bar pin just snaps, regardless of driving conditions. It's been through a few pins already and they just keep breaking. The bolts are not the problem as they are always found in tact and tight. We cannot figure out what could possibly causing this, any ideas? If it matters he is on 3" of lift and is properly bumpstopped.
 
Time for BPE?
 
A: Crappy bar pins.

B: Bottoming out

C: Shock limiting droop (this is usually it..)

D: Bad shock angle (pulling at an odd angle on the pin)




It is one of those. Don't overthink it.
