XJ - slow speed steering tug

Problem started 2 days ago. I have a slight tug - or - pull back as I turn a 90 degree turn at slow speed. Also as I am first starting off and turning. After I'm going faster and or straight no problem. Steering is just as it has been. I have replaced track bar, stablizer, all tie rod ends - and the lonnnnnng expensive one. Just checked to make sure all cotter pins are still there - yep. So any ideas? Power steering pump does make a bit of noise when I turn lock to lock sitting still - and the fluid is up to spec. So any ideas where to start?
