Help with igniton

I have a 91 xj. I've replaced the ignition switch and key cylinder. I just can't figure out what is wrong with this thing. I've got my whole steering column apart. Help me out if you can.
 
It would help if you explained the problem?
 
Does it move the rod for the ignition switch? Is the rod attached to the ignition switch and have you adjusted the ignition switch? Did you have the same problem before you replaced the parts?
 
well the original problem was that my key cylinder stopped working. it does not move the rod to the ignition switch. i put in a new ignition switch.
 
Tilt steering or straight?

Here are a couple of write ups for the tilt that may be helpful, they both show a detail about the rod and rack assembly. Both write ups are for dealing with tilt steering wheel wobble, but the section about the key cylinder, rack, rod and switch may be helpful.
