Rusted headlight collars.

I need help.

I just bought a 99 2 door for my son and we bought sylvania silverstar headlight to help at night and the collars around the headlights won't come off. The screws are rusted in place. i have been dosing them in PB Blaster for 2 days and they still won't budge. I have not striped the screws yet and hope some of the experts have a trick for me to try.

50 /50 mix of atf fluid and acetone in a spray bottle. the rings are pretty common @ parts stores. about $6 each

Rust?The inserts are plastic?

The retainer is metal, no insert, no plastic.
