Trouble shooting fog lights

Hi everyone,
I have a 99' XJ and I am trying to get my fog lights to work. When I bought the car, the fog lights didnt work so this is an old issue. I replaced the lights due to a new bumper. It turns out, I only get .5V to the connectors. the relays are fine. Any ideas?
 
The internals on the switch tend to melt due to the way the lights are wired up. Sometimes you can pop them open and clean them up to where they will work again. Sometimes they're too far gone...

It's kind of deceiving, even though the fog light circuit involves a relay, it is not actually used to provide battery power to the lights. It's purpose is to kill power to your fog light switch when you turn on your high beams. The full load for the lights still runs through the switch which is why it eventually fails.
