A/C Low Refrige?

My aux fan and a/c clutch cycle on and off 8-10 times per minute. I have run all the manual checks and believe this is caused by low refrigerant. Any thoughts or confirmations? Or is this "normal"?

1999 4.0, stock, 200k+ miles
 
There is no "normal" cycle time--based on pressures on the high and low sides.

Have you put gauges on?
 
No I haven't. My concern is I just burned up an aux fan and I am wondering if it was because it was cycling so much that it reduced the life. Also when the fan kicks on it dims the lights (momentarily) ... maybe a sign of a bad replacement fan, but it is just plain annoying as well.
 
Rapid cycling of the A/C compressor usually indicates low levels of R-134a refrigerant. A simple pressure test will confirm the refrigerant level.
 
on my '01, the aux fan don't come on when the AC is on..

00-01 the PCM controls all functioning of the aux fan, the fan no longer automatically starts with the a/c.
