Keep blowing fuse in PDC for the guages/locks/TCM

I was helping a friend out the other day on their XJ to try to figure out why the gauges aren't working and the electric locks won't work when the ignition is off. It's a '99 Sport with 4.0/AW4/231 and electric locks/windows. After looking at the fuses in the cabin, which were all fine, I checked the ones in the PDC. #16, which is a 15 amp fuse, was blown. unhooked the battery, replaced it, hooked batt back up and it popped right away. Repeat, same result. I'm assuming there is a wire touching somewhere or something along those lines, but I'm hoping that someone might know of a good place to start looking. I'm already dreading having to track down a wiring issue, and have no idea where to start with this and how to go about it without ripping the wiring harness apart as I go along.
 
Probably a worn spot in the harness where it passes from the cabin into the door--a favorite spot for that to happen.

You could probably locate an audible circuit breaker somewhere in town for a reasonable price--lets you hunt for the short without burning through lots of fuses. Another option is to pull the panels on all the doors and unplug the lock motors, inspect the harness, and if you can't find the short then start plugging those motors in one at a time until the fuse blows.
