Rear lower shock mount broken Help

98' XJ 4.0 AX-15 8.25" rear 29 spline.

1) Is this lower mounting 'stud' A pressed in stud? Is it tack welded on the back or is the whole thing one welded piece? I can't tell with all the rust. I don't want to start pressing on and pounding on something that is welded thinking its a press fit. The back portion looks like that smooth dome of a carriage bolt head.

What broke is the threaded portion, sheering off right at the transition of threads --> smooth shank. So i can take a bolt and weld it face first to the remains of the stud, and then chop off the bolt head with a cut off wheel. But that requires me to jack around with the jeep at work, and i'd really rather just fix it at my house (with now welder).

It is welded piece. I would cut the remaining bolt off flush, redrill the hole and insert a new 5/8" bolt and then weld it, from the back, into place.
