The voltage to the plugs goes up and down, and of course when it is at 0 the Jeep dies. I have done plugs, wires, coil, distributer plate. Exactly what gives and decides the power to the plugs?

If you've got a 2000 with a 4.0, you should have distributorless ignition. Not really clear as to how you've got wires, a separate coil (it should be a single coil rail directly on the plugs) and a distributor under there.

ya this makes no sense

1-rail,3-coils,NO-distributer

Your measuring the Kv output of the coil rail? Do you have a Bear machine connected to the jeep?
