what is this thing?

90 XJ limited AW4 automatic.

It is on the firewall at the back of the valve cover. Has electrical connector going to it and a large vac line, and a small one, and a cable going to the throttle linkage.
It is in the way of me re-routing my intake and need to know what it does before relocating it.
Haynes and FSM were no help - it's probably in there but I don't have the time to look at every page.
