Is it common for XJ'S to develop hidden rust under the front and rear bumpers?

Seeing that you are from Canada, where they probably use more salt on the roads during the snowy season, I would say in your case yes. Now, you are talking about the bottom side of the stock bumpers, correct?

Here in Vermont it's common for a lot of rust to appear on the body/frame where the rear bumpers mount, including some of the intricate box sections where the rear spring shackles attach, and for the bumper mounts themselves to rot off. It's less common for real body rust more than normal surface rust to occur on the front edges, but even fairly recent XJ's often show nasty surface rust on the fronts of the bumpers, and the insides of the bumpers themselves will rust badly, making removal a real chore.
