Blower Control Circuit

I have an 88 Cherokee. I think I may be bleeding current in the blower circuit somewhere. With the key off, I read 13 ma at the battery. I then took out the blower fuse at the fuse block and the draw went to zero. Anyone had issues with there blower controls? Maybe the switch? Thanks

13ma is not a significant current and is about what a clock or alarm system will draw.
