Dana 30 Lockrite question

I just got a lockrite for my d30, and it's unusually loud. It kind of sounds like it's binding up, then it has a really loud pop. Both tires are getting traction, right after the pop. Thing is, it's kind of hit and miss. This auto locker is used, but I don't see how anything could be worn out of spec? I'm not real big on lockers, but I got it for free. The only problem I see is that the holes where the pins go are kind of oval'd out. Their oval'd on one side diagonally on one plate, and oval'd out on the opposite sides diagonally on the other plate. I don't think this is right, but there's no play in it. Will it hurt to keep running it? Junk it?
 
Lockrites are damn noisy when they work right. Does it lock off as you turn, or stay locked?
 
The elongated dowel pin holes are an issue!
