When I apply the brakes, the harder I push the more braking i recieve.
when the brakes are applied, I hear a hissing sound under the dash. Can anyone tell me whether it is a Booster Check Valve or the Booster itself?

Sounds like the booster check valve...butta U can't just replace that.

You've got a booster replacement in your future. If your profile is correct and you have a 1992 Cherokee I'd replace it with a 1995 Cherokee dual diaphram booster. You'll get much better brake responce out of that (did it in my red Jeep, difference was night and day with no other brake modifications at the time.)
To do this job you will need the 1995 brake booster and master cylinder and will have to make custom brake conversion lines because one's metric the other standard.
