Winch Painting

The powdercoat on the front of my winch is flaking off in the front face, i'd like to paint it body color when i paint the vehicle.

How do i go about this? Should i strip the powedercoat off with a sanding disc or just feather sand the edges and paint over?

Appreciate any input as i did not come up with any info in a search.

it's a winch they get beat so i just keep layering paint on mine. but you should at least feather back the old paint not so much for looks but so that you know you have a good bond from the powercoating to the metal. then primer and paint
