I know one that could probably do it, but it's not too close to York...it's in Tullytown, PA.

I dont know anyone in york lancaster area. The best metal fab shop I know is M&D Racing in warminster. They can do anything metal/chassis. They specialize in building race cars/bikes and have built custom 4x4s, link suspensions, anything you can think of. They have done various welding, ring and pinion, driveshaft and other wacky stuff I have came up with. Prices are very reasonable for quality of work recieved. PM me if you need a contact.

convert my bumper to a winch ready one and maybe mock up some flat fenders and little things here and there.

Sounds like a major investment.

do you have a pretty specific list of stuff you want done, maybe in order of priority... Flat fenders for all 4 wheels CUSTOM MADE is going to add up quick. My buddy and I were discussing this for my jeep, this was just talk. No plans were drawn up as of yet.

Who made your bumper in the first place?
are you sure that it should/could be used for a winch? Why not sell it and buy one that is?

X2 Jon and I have gone so far as to mock up with some things but it never really looks as good on the jeep as on paper. Design is a big expense on the fender makeup.. its interesting though that so many people like the idea, its got me wanting to make some and see how ell they go over...
