Rear crossmember fubar'd

This is a crappy cell phone picture, but this is what I am faced with. The stock rear crossmember where the bumper mounts has been ripped away from the body. I am in the process of building a rear bumper, I am using 2x4 inside the rails. Trying to find a way to repair this any suggestions or pictures are appreciated.( the left side of the picture is the crossmember just off the center are the nuts that the stock bumper bolts to.

I can't figure out what I'm looking at there?
